Job Description: 
 The Global Health Benefits Manager is responsible for providing plan design and related actuarial impact and support to IBM’s global and regional health benefit and employee wellness teams who design IBM health and welfare benefits programs, addressing local health priorities, focusing on quality, meeting country legal and regulatory requirements globally.

This job role requires a detailed understanding of external current plan design alternatives and healthcare trends, an awareness of the global insurance vendor marketplace and health care cost factors. The scope of this job role will vary by country depending on the in-country resources available. For the US, must have knowledge of Healthcare Reform.

The position will be highly visible with frequent opportunities to present to the Director, Health Benefits & Health Promotion Strategy & Design, VP, Integrated Health Services, Vice President, HR-Benefits and Senior Vice President, Human Resources.

In addition to the above duties, this job role has responsibility for the overall management of the global Integrated Health Services (IHS) budget. This person will lead and direct finance management activities working with the IHS leadership team and finance focal points, as well as Human Resource Finance to ensure alignment with strategic expenses and budget targets.

Job Responsibilities:
• Utilizing business analytical skills to translate complex financial content into insights and plan design strategies.
• Developing plan design, pricing and financial strategies for IBM’s global health and welfare programs conducting statistical analysis
• Analyzing claim and premium data to generate actuarial-based projections
• Analyzing cost drivers and year-over-year trends by collecting and interpreting health care data: current plan designs, contribution strategies, funding arrangements and cost/utilization data
• Performing predictive analytics to estimate future plan costs; determining cost projections based on plan experience, creating statistical, actuarial pricing and valuation models
• Analyzing vendor renewals by assessing carrier/vendors plan rates for reasonableness, analyzing claims and enrollment data, trend rates, administrative expenses and other charges.
• Developing a library of health benefit related metrics, analytics, methods, reports, results and recommendations
• Management and oversight of the global IHS budget including forecasting and expense management.
• Oversight of the finance management system including linkages with the global network of IHS financial analysts
• Providing advice, counsel and education on expense processes and budget management.
• Monitoring monthly and quarterly trends against budget targets
• Managing high level strategic expense requests
• Leading the annual financial planning process and construction of the global budget
• Tracking cross geography, contractor and consulting spends and providing periodic reports on expense patterns

Required Qualifications:
• Bachelor's in one of these disciplines: Mathematics, Statistics, Economics, Finance, Business
• Obtained Associate level credential designation from the Society of Actuaries (SOA) Required

  • Bachelor's Degree
  • At least 3 years experience in global and U.S. health benefit financial analysis, laws and regulations
  • At least 3 years experience in actuarial experience of health insurance products, design and investments or actuarial consulting
  • At least 3 years experience in Microsoft Excel, Microsoft office, including Excel and Access or similar programs. Knowledge of SAS or SQL
  • Certified in Associate level credential designation from the Society of Actuaries (SOA)
  • Readiness to travel 10% travel annually
  • English: Fluent
Preferred
  • Master's Degree in Accounting/Finance
  • At least 10 years experience in actuarial experience of health insurance products, design and investments or actuarial consulting
  • At least 10 years experience in Microsoft Excel, Microsoft office, including Excel and Access or similar programs. Knowledge of SAS or SQL
  • At least 2 years experience in finance or budget management
  • Spanish : Basic knowledge
