Job Description:
Experienced Development Manager to lead a group of geographically dispersed developers in activities for a large project to create and deploy a Curam-based case management portal for the County of San Diego, Health and Human Services Division.

The successful candidate will perform the following duties:
· Supervise a geographically dispersed development team of 10 – 15 developers to install and configure Commercial Off The Shelf (COTS) software and develop custom interfaces, reports and other modules of the overall system in a Java Enterprise Edition (JEE) Service Oriented Architecture (SOA) environment.
· Work with project management staff to plan activities, schedules and work packages for system design, configuration, development, deployment and testing.
· Participate in requirements analysis workshops with functional peers and client staff on technical topics and non-functional requirements.
· Work with architects and developers to refine and clarify designs as may be needed to perform software development and implementation.
· Participate in Joint Application Design (JAD) sessions with development team to create functional prototypes of designs.
· Implement and manage bug tracking processes and systems to triage and resolve situations where test results do not match expected test results.
· Work with test, Quality Assurance (QA) and development personnel to implement quality control processes and standards for developers.

Selected candidates may not need to travel for all projects outside of their metro area. However, all candidates must be able and willing to travel based on assigned project demand. Travel requirements may vary but could be up to 100%. Candidates are not able to refuse project based on travel

  • Bachelor's Degree
  • At least 1 year experience in developer or development manager implementing Java Enterprise Edition (JEE) solutions.
  • At least 5 years experience in managing teams of developers to create and implement large scale Information Technology (IT) solutions and providing architectural guidance to development teams
  • At least 5 years experience in both waterfall and incremental development and release deployment methodologies
  • At least 3 years experience in performance optimization and test remediation
  • At least 5 years experience in Strong technical leader with the ability to communicate with programmers and developers on technical details.
  • At least 5 years experience in Strong written and verbal English language communication skills
  • Readiness to travel Up to 4 days a week (home on weekends-based on project requirements)
  • English: Basic knowledge
Preferred
  • At least 3 years experience in developer or development manager implementing Java Enterprise Edition (JEE) solutions.
  • At least 10 years experience in Strong technical leader with the ability to communicate with programmers and developers on technical details.
  • At least 1 year experience in Java programming
  • At least 1 year experience in development experience in Curam or Oracle developmen
  • At least 1 year experience in using Rational or other equivalent tools for software development
  • At least 1 year experience in implementing and managing defect tracking tools and processes
  • English : Intermediate
